Why Is My DEWA Bill So High? Check These Lines First

9 Min Read

A high DEWA bill is often not all electricity. DEWA’s own bill explanation lists a housing fee, sewerage, district cooling and the previous balance on the same invoice, so the total can sit far above what the meter alone would charge.

Residents on r/dubai keep asking why is my DEWA bill so high, in studios, one-bedroom flats and one case before the tenant had even moved in. On 3 November 2026 we read DEWA’s slab tariff page and set it against those threads. What we could not confirm is listed at the end.

Why is my DEWA bill so high when I use so little?

The electricity line is only one part of the total. DEWA’s guide shows electricity, water, sewerage, housing fee, district cooling and other services as separate lines, then adds the previous balance and adjustments before it gives the amount due.

One r/dubai poster received a first bill for a flat they had not moved into. It showed AED 30.58 for electricity and AED 24.81 for water, with a Dubai Municipality housing fee line after them. Small usage does not mean a small total. The other lines still arrive.

Bill line What DEWA says it is What can push it up
Electricity Amount for the current period Units used, plus the monthly fuel surcharge
Water Amount for the current period Water used
Housing fee 5% of the annual rent, divided into 12 monthly instalments The rent figure it is based on
Sewerage Calculated at a rate per gallon of water consumed Water used
District cooling Based on the rate provided by Nakheel The provider’s rate, which the guide does not list
Previous balance and adjustments Last invoice’s amount due, adjustments, payments received An unpaid or part-paid earlier bill

Check the electricity line against DEWA’s tariff

DEWA’s tariff page, last updated on 16 May 2026, prices residential and commercial electricity in four monthly bands. The first band runs to 2,000 kWh. Rates are in dirhams per kWh.

Units used in a month Rate per kWh
0 to 2,000 kWh 0.230
2,001 to 4,000 kWh 0.280
4,001 to 6,000 kWh 0.320
6,001 kWh and above 0.380

The November 2026 fuel surcharge for electricity is 0.060 dirhams per kWh. The page adds that 5% VAT applies to these tariffs. It also lists a meter service charge of 5, 6 or 35 by meter type, without units, so we have left it out of the sums. Our Salik charges guide covers another Dubai charge that carries VAT.

We worked two months through the first band. At 700 kWh the energy charge is 161 dirhams and the surcharge 42, which makes 203 before VAT and about 213 with it. At 1,500 kWh it is 345 plus 90, or 435 before VAT and about 457 with it. Both assume the surcharge applies to every unit, as a per-kWh rate suggests. The surcharge is listed by month.

Neither month leaves the first band, so a slab step does not explain a bill of that size. If your electricity line is far above the figure for your own units, look at the other lines or at the reading itself.

Housing fee, sewerage and cooling are charged on top

Replies on r/dubai often start with the full bill. One told the owner of a 700-dirham studio bill to post it, because electricity was perhaps 150 of that and the rest was the 5% municipality charge, taxes and VAT. That fits DEWA’s guide, which counts the housing fee into the invoice total.

The fee is a share of rent, not of use. On a rent of AED 60,000 it is 3,000 a year, or 250 a month, by our arithmetic from DEWA’s 5% rule. The guide speaks only of rent, so we cannot say what an owner who lives in the flat pays.

Cooling varies most between buildings. One two-bedroom resident reported paying about AED 600 to DEWA with no AC on the bill and AED 800 to Empower for AC alone. Another, in a JVC one-bedroom with the chiller billed through DEWA, reported AED 625 for January and AED 340 for May.

Look for a carried balance before blaming usage

DEWA’s guide defines the amount due as the current month’s total plus the previous bill balance, plus or minus adjustments, minus payments received. A part-payment last month therefore sits inside this month’s figure.

One reply to a studio-bill post on r/dubai went straight to that line.

“Your previous bill is around 1k? And you did not pay full so you also have balance from the previous month? Wouldn’t this be an accumulation of previous bill cycles which were not paid in full?”

Another reply asked whether a balance had been left by a previous tenant. We cannot say how often that happens, but the first-bill case above shows the line can be there before anyone has used the flat.

Finding out whether usage is the cause

Several r/dubai replies blame the AC setpoint, and one suggests 24 to 25 degrees instead of 21 or lower. Others describe tests that you can run in a day.

  • For a home with a smart meter, switch everything off on a day out, then run only the AC, and read the consumption the DEWA app records for each window.
  • Turn everything off, wait an hour, take another reading and compare. Any rise points to something still drawing power.
  • Check the water heater, which brings us to a September thread.

A one-bedroom tenant in Liwan said electricity had jumped from 200 dirhams or less to 450 to 470, and that building maintenance had checked the meter for a few days and found nothing wrong. A reply named a likely suspect.

“check your water heater, broken thermostat can make it boil water 24/7, that would match your extra consumption”
– r/dubai, September 2026 (7 upvotes)

That is one commenter’s guess. It is not a diagnosis. It is cheap to check before you query the bill.

What we could not confirm

Five points stayed open after our reading of DEWA’s pages and the r/dubai threads, and we have not filled them with figures from third-party sites that disagree with each other.

  • The sewerage rate per gallon, which the guide describes but does not give.
  • How district cooling is billed when the provider is not Nakheel.
  • What owners who live in their flat pay in place of the housing fee.
  • The units of the meter service charge.
  • DEWA’s steps for a meter check or a disputed bill.

Questions about a high DEWA bill

Why is my DEWA bill so high all of a sudden?

Check the previous-balance line first, then the units used against last month. A missed payment carries forward, and the November 2026 fuel surcharge adds 0.060 dirhams per kWh to the slab rate.

Does DEWA charge more at peak hours?

The tariff page we read lists rates by monthly consumption band only. It shows no time-of-day column, and a reply on r/dubai made the same point from the same page.
