MOHRE Complaint: Channels, Deadlines and the AED 50,000 Rule

9 Min Read

For a MOHRE complaint, the UAE government portal says an employer or a worker can file with the Ministry of Human Resources and Emiratisation by website, app or phone. The ministry first tries to settle the dispute, and no claim is heard after one year from the violation.

On 17 October 2026 we read the u.ae page on resolving labour disputes, updated on 12 August 2026, and a Gulf News guide to salary complaints. The MOHRE website would not open in our browser. The u.ae link to a 2023 ministerial resolution returned a not-found error. So the form fields, the documents and the appeal route stay unconfirmed. This is general information, not legal advice.

Stage What u.ae says Provision it cites
Filing Either the employer or the worker submits a request to MOHRE Article 54, Federal Decree Law No. 33 of 2021
Settlement If a friendly settlement is not possible within 14 days from the application, MOHRE refers the dispute to the court with a memo Article 54
MOHRE decides A final decision is possible if the claim is under AED 50,000, or if the parties settle at any value; above AED 50,000 without agreement it goes to court Ministerial Resolution No. 782 of 2023
After referral The worker registers the case with the court within 14 days and needs a temporary permit to work for another employer Ministerial Resolution No. 47 of 2022
Time limit No claim is heard after one year from the date of violation “Article 10”, as the page words it
Court fees Workers or heirs are exempt from judicial fees for claims under AED 100,000 Article 55

MOHRE complaint: the process u.ae describes

The u.ae page says the law lets both sides file a labour complaint with MOHRE, which examines it and settles it amicably or sends it to the judiciary. The table above sets out each stage and the text behind it.

Two of those stages sit side by side on the page without a link between them. Article 54 sets 14 days for a friendly settlement before referral. The 2023 resolution lets MOHRE decide smaller claims itself. We found no sentence on u.ae that joins the two, so we do not say which applies first.

The page also covers what happens to the job. A worker whose complaint has gone to court must not work for another employer without a temporary permit from the ministry. Where the complaint ends the work, the page says the work permit is cancelled after six months from the referral. A worker who keeps working for the employer during the court case may claim two months’ wages.

Where to file a MOHRE complaint

The u.ae page names three channels for filing and tracking a complaint: the ministry’s website, the MOHRE app on the App Store and Google Play, and a phone line, 600-590-000, which it lists for complaints by the UAE’s citizens.

For workers who need help, u.ae gives a separate number: the Labour Claims and Advisory Call Centre on 80084. Several guides give 600590000 as the complaint line for everyone, so a worker who is not a citizen should read the u.ae wording before relying on it.

Gulf News, in a guide last updated on 14 November 2025, describes the salary complaint on the app. It says to sign in with UAE Pass, choose the employee category and open “My Salary”. You then enter the employer’s or HR’s mobile number, pick the dates of the unpaid salary, overtime or deductions, and choose a category. It adds that the service has no fee and that a complaint cannot be filed while another one is pending. We could not check these steps on MOHRE’s own pages.

Where rival guides disagree

The guides near the top of this search differ from one another, and from u.ae, on points that decide how long a case takes and who hears an appeal.

  • Settlement time: u.ae says 14 days from the application. myuaegratuity.com says 14 working days, reaphr.com says about 14 working days, Gulf News says MOHRE may take up to 14 days to resolve the complaint, and ayeshaaljazirilawyers.com says up to 10 working days.
  • Appeal: mandcolegal.com says a MOHRE decision is challenged before the Court of First Instance within 15 working days, with a final ruling. Gulf News says the Court of Appeal within 15 working days, and that the appeal suspends the decision. The u.ae page names no appeal route.
  • Phone line: Gulf News gives 600590000 for complaints, and myuaegratuity.com calls it the helpline. u.ae lists it for citizens and gives 80084 for the advisory centre.
  • Free zones: reaphr.com and myuaegratuity.com say the process covers mainland employers only, with DIFC, ADGM and other free zones using their own routes. The u.ae page does not say.

Treat u.ae as the baseline. Every other figure here is a claim to test with MOHRE before you rely on it.

Before you file

The u.ae page counts the one-year limit from the date of violation, so that date matters. The court stage has its own clock too: the worker must register the case within 14 days of the referral, under the 2022 resolution the page cites.

Advice from the community points the same way. In a December 2025 r/dubai thread on a MOHRE ruling, a reply with 36 upvotes said:

“Please don’t wait for a reddit comment and approach a lawyer immediately. You need legal advice specific to your situation.”
– r/dubai, December 2025 (36 upvotes)

That is one reader’s view. The u.ae page also points workers to MOHRE’s advisory line for labour grievances and legal matters.

What we could not confirm

Several points stay open after our reading, because the MOHRE site did not open for us and the u.ae link to the 2023 resolution failed.

  • The fields, documents and steps on MOHRE’s own complaint service.
  • The appeal court and the appeal window for a MOHRE decision.
  • Which instrument “Article 10” belongs to, since guides cite other articles.
  • Whether domestic workers, free zone staff and government employees can use the same service.
  • How to withdraw a complaint, and how long a decision takes in practice.
  • What a complaint reference looks like, and where the status screen shows it.

Quick answers on the MOHRE complaint

How do I file a MOHRE complaint?

Per u.ae, use the ministry’s website, the MOHRE app or the phone line. Either an employer or a worker can file. We could not check the form on MOHRE’s own pages.

What is the MOHRE complaint number?

u.ae lists 600-590-000 for complaints by the UAE’s citizens and 80084 for the Labour Claims and Advisory Call Centre. It does not describe a complaint reference number.

How long does a MOHRE complaint take?

u.ae gives 14 days from the application for a friendly settlement before referral to court. Guides quote 10 to 14 days or working days. We found no official figure for a final decision.

Is there a deadline to file?

u.ae says no claim for rights due is heard after one year from the date of violation. Confirm the current limit with MOHRE before relying on a late filing.

We read these pages on 17 October 2026 and will re-read them once MOHRE’s own service page opens for us.
